Thirteen of the animals were found and returned to the stables, and two others were found later in a field.
The incident happened on the A1M near junction 60 and the nearby A689 and there were"multiple" calls from motorists.
The motorway between junction 60 and junction 61 was closed for four hours.
At 4.45am, in a separate incident, a horse believed to be owned by a travelling family was in collision with a car in Tindale Crescent, St Helens, Bishop Auckland, and had to be put down.
