No IPCC investigation required into Lincolnshire armed incident

Police have released the name of the man who died in Sutton St James on 31 January as Barry Stephen Horspool (61).

An inquest will be opened by the Coroner in due course.

The Independent Police Complaints Commission has completed an assessment of the Lincolnshire Police response to an armed incident at a house in Sutton St James yesterday (Tuesday) in which the body of a man was found.

Following the assessment, the IPCC has determined that it does not need to undertake an investigation and that the incident can continue to be investigated by police locally.

The assessment has considered the command and control of the incident and the roles of initial officers at the scene, police negotiators, and specialist firearms officers.

From the evidence available the IPCC believes police did what they reasonably could to negotiate a peaceful resolution.

No shots were fired by police officers.

The incident was referred to the IPCC by Lincolnshire Police late yesterday and two IPCC investigators were deployed overnight to carry out an assessment.

Police were called to a house in Chapelgate, Sutton St James, just before 11am today after reports of a man making threats with a firearm.

Officers attended the scene, established that the man was alone in the property, isolated the area and initiated a firearms response operation.

A sterile cordon was established and those in their homes within the area were asked to remain there.

A significant police presence was drafted in, including support from Leicestershire and Nottinghamshire officers, along with East Midlands air support.

Trained negotiators engaged with the offender for a considerable period of time.

At around 10.30pm officers entered the building, carried out a methodical search and found the dead body of a man in an upstairs room.

Police can confirm that no shots were fired by officers.

Investigations are ongoing and a further update will follow tomorrow.

Earlier in the day a local male officer sustained a minor facial injury during the operation and he was treated at Boston Pilgrim Hospital.

He has now been discharged.

The circumstances of his injury are subject to investigation and no further information can be released at this time.

All residents are now safe to leave their homes and we would like to thank people living in the area for their cooperation and patience.

A scene guard will remain at the property in question overnight.

This matter has been referred to the IPCC for investigation.

Update, Police Incident, Sutton St James

Amendment: Police are now asking residents coming home to Sutton St James to go to Sutton St James Primary School in Bells Drove, not the village hall

Previous releases: Police dealing with an incident at Chapelgate, Sutton St. James are asking people in the area to stay in their homes and not to go out or gather in public places.

The area affected is between Bells Drove and Taylor's Drove.

People who live in the area and who aren't already at home are requested not to attempt to go home, but instead to go to nearby houses of friends or relatives.

People who do not have anywhere suitable to go can make their way to the Village Hall in Sutton St. James.

If people have problems making their way to the Village Hall they should speak to a police officer at one of the containment points who can enable access.

The containment checkpoints are:

  • the junction of Chapelgate and Broadgate
  • the junction of Jarvisgate and Chapelgate
  • the junction of Bells Drove and Chapelgate
  • the junction of Balkin Drove and Broadgate
  • Garner's Garage and Chapelgate

The incident is still ongoing and therefore we are unable to release further information.
